In public health systems around the world, there are not enough medical resources to provide elective (e.g., scheduled or non-emergency) services for all patients immediately. One feasible solution is to prioritize patients by taking into account a variety of factors, such as disease severity, waiting time, and disease types. This is a typical Multiple Criteria Decision Making (MCDM) problem. To solve this problem, in this paper, we first conduct an investigation on the admission process, and obtain 16 indicators affecting patients’ admission, which form a criteria system. Since there is much vague and uncertain information which can be depicted by the hesitant fuzzy linguistic term set effectively for these indicators, we then apply a powerful MCDM method, named the hesitant fuzzy linguistic ORESTE, to prioritize the elective surgery patient admission in a Chinese public tertiary hospital, the West China Hospital. Robust results are obtained by performing a sensitivity analysis with six scenarios. We also compare the results with those derived by other HFL-MCDM methods. AbstractIn this day and age, it is widely argued that stakeholder engagement in water-related decision-making processes yields many benefits, including legitimacy, acceptance and trust. Key legal frameworks, such as the European Water Framework Directive and the Aarhus Convention, have spurred the emergence of formal forms of stakeholder engagement. On the other hand, many engagement processes are spontaneous and self-organized. This article investigates the strategies used in formal (government-led) and informal (bottom-up) engagement processes in search of a middle ground. To this end, case studies in the Netherlands, the United States, Uganda and Ethiopia are analyzed using the OECD’s stakeholder engagement checklist. 活动社交网络(EBSNs)为用户提供了方便的组织、参加和分享社交活动的平台。该文面向EBSNs活动推荐问题,提出了包含活动(Event)、主办方(Sponsor)和用户(User)的ESU图模型,深入揭示了EBSNs的实体及其社交关系。因为用户参加活动受多个因素影响,我们提出了基于ESU图的活动推荐多因素决策模型,包括社交影响力、活动内容、活动地点及活动时间。根据ESU图特点,提出了基于双向重启随机游走算法BD-RWR的实体重要度计算方法。选取真实的EBSNs平台—豆瓣同城验证所提方法的有效性。实验结果表明,该文提出的ESU图模型及融合了多因素的活动推荐模型,与已有最新方法相比,有效地提升了用户参加活动的推荐效果。 相似文献

公众对再生水的接受态度是再生水推广的关键。构建公众素质、主观规范、信息公开、政策环境、再生水接受态度与再生水接受意愿的关系假设模型,并以356份来自西安市居民问卷作为调研对象,运用结构方程模型进行实证分析。结果表明,接受态度正向影响接受意愿,其中主观规范是影响再生水接受态度的主要因素,信息公开与公众素质是次要因素,政策环境对再生水接受态度的影响不显著。 相似文献

ABSTRACT Governments globally are leveraging information and communication technology (ICT) growth towards improving the quality of public procurement services for socio-economic development. However, the extent of its application differs across nations. Notwithstanding the extant theoretical and empirical literature on IT for development, knowledge on how to assess readiness for adopting a full e-procurement system in the public sector of lower and lower-middle income countries (LMICs) begs for understanding. With the narrative of Ghana, we address this gap by drawing on the institutional and economic theory and the United Nations E-Government Development Index towards a holistic framework beyond the dyad of linear website functionalities and internet focus of prior e-government adoption models. Elite interviews gathered from multiple cases from Ghana’s public sector reveals the key readiness determinants for a full public sector e-procurement system. This study has significant implications for shaping the process-oriented management of government e-procurement projects towards socio-economic development in LMICs amid their complex institutional and socio-technical environments. 相似文献

We introduce a new architecture for the design of a tool for modeling and simulation of continuous and hybrid systems. The environment includes a compiler based on Modelica, a modular and a causal standard specification language for physical systems modeling (the tool supports models composed using certain component classes defined in the Modelica Standard Library, and the instantiation, parameterization and connection of these MSL components are described using a subset of Modelica). Models are defined in Modelica and are translated into DEVS models. DEVS theory (originally defined for modeling and simulation of discrete event systems) was extended in order to permit defining these of models. A discrete event system possesses the property of detectability if it allows an observer to perfectly estimate the current state of the system after a finite number of observed symbols, i.e., detectability captures the ability of an observer to eventually perfectly estimate the system state. In this paper we analyze detectability in stochastic discrete event systems (SDES) that can be modeled as probabilistic finite automata. More specifically, we define the notion of A-detectability, which characterizes our ability to estimate the current state of a given SDES with increasing certainty as we observe more output symbols. The notion of A-detectability is differentiated from previous notions for detectability in SDES because it takes into account the probability of problematic observation sequences (that do not allow us to perfectly deduce the system state), whereas previous notions for detectability in SDES considered each observation sequence that can be generated by the underlying system. We discuss observer-based techniques that can be used to verify A-detectability, and provide associated necessary and sufficient conditions. Schedules of supply chains are generated with buffers to absorb the effect of disruptive events that could occur during their execution. Schedules can be systematically repaired through specific modifications within buffers by using appropriate decision models that consider the distributed nature of a supply chain. To this aim, information of disruptive events at occurrence or in advance allows decision models to make better decisions. To detect and predict disruptive events along a schedule execution, a service-oriented monitoring subsystem that uses a reference model for defining monitoring models was proposed. This subsystem offers services for collecting execution data of a schedule and environment data, and assessing them to detect/anticipate disruptive events. Because of the distributed nature and the complexity of these services functionalities, this paper presents an agent-based approach for their implementation. This technology allows dealing with supply chain monitoring by structuring monitoring subsystem functionalities as a set of autonomous entities. These entities are able to perform tailored plans created at execution time to concurrently monitor different schedules. A case study is described to try out the implemented prototype system. 相似文献
